Wild Blue uses so called WildBlue's Fair Access
Policy that sets usage thresholds on the amount of
downloaded and uploaded data within stated time periods.
If customer exceeds these thresholds, WildBlue ISP
temporarily limits the speed. In cases of extreme and continued
violation of the FAP limitations, the service may be
suspended.

We have not tested Wildblue themselves, but Web exploring
shows some negative reviews about this service from their
customers. May be it's some kind of black PR, inspired by
WildBlue's competitors, or something like this - we don't know
exactly.
As an alternative to Wild Blue may be considered HughesNet satellite
ISP.
